Contract teachers say they will appeal to His Majesty
December 10, 2011The second batch of contract teachers under the education ministry’s Light Drukyul Project say the only option left for them now is to appeal to His Majesty the King.
The 285 contract teachers recruited in 2009 were promised that they would be enrolled for Postgraduate Diploma in Education (PGDE). However, with the new Bhutan Civil Service Rules (BCSR) requiring all graduates to sit the civil service examinations in order to be recruited as civil servants, the ministry has not been able to impress on Royal Civil Service Commission (RCSC) to take the contract teachers for PGDE.
“RCSC should consider our enrolment because the new BCSR rule came into existence only in 2010, while we were recruited in 2009,” said a frustrated teacher.
Most contract teachers are expected to be unemployed when their contract, extended by one year, expires when the 2011 academic session ends. They took up contract teaching in difficult parts of the country for three years hoping to be enrolled for PGDE.
Meanwhile, most of them have returned to their schools to attend to annual exam-related duties. But their representatives are still in Thimphu. A contract teacher from a school in Trongsa said the representatives will appeal to His Majesty.
One of the representatives said the education ministry and the education minister have tried their best to help them. “Since the RCSC is not willing to bend its rules, we have no option but to appeal to King,” he said.

This is a very conncern that is running in the hearts of all those most teachers and people. Yes there should be RCSC examination for all those contract teachers who wish to join teaching profession. though they served our country they are also required to seat for the same. They are also going to be civil servant and it is the must for the civil servants.
moreover it is going to be unfair for those B.Ed graduates who are made to seat for the exam, whose system is introduced only after two years of joinning the B.Ed course.
Basically, its not the problem for RCSC but the blame goes to Ministry of Education (MoE) for breaking their promises.
We need a better and Capable teachers today to take our country to a better tomorrow. with this statement I would like to state that it is neither the problem of RCSC nor the MoE. I think the problem is with those contract teachers themselves. They already have the qualification and they now have the experience. So it is a time for them to exhibit their capabilities…
