At least 300 civil servants in Yangphel archery

More than 30 teams for the 13th Yangphel Archery Tournament are from outside Thimphu. Out of the 924 archers participating in the tournament, up to 45 percent are expected to be civil servants, which means some 300 civil servants are taking part in the tournament.
This year 154 teams have registered for the Yangphel Archery Tournament, up from 150 teams last year.
“The estimated number of civil servants could be 35 percent to 45 percent,” said Tsewang Rinchen, the Secretary General of Yangphel.
A team that reaches the finals plays for a total of four days and others that do not play fewer number of days.
Rinchen Drakpa, the team captain of Tenphel, comes to Thimphu from Zhemgang to be a part of the tournament. He is a gup and his team has some civil servants. “I take leave to come to Thimphu and participate in the tournament,” said Rinchen.
He said that if his team reached the finals, he and his friends would have to take 10 more days of leave.
Sonam from Tsirang has been participating in the Yangphel archery tournament for 11 years. He said that all these years, he has been taking leave to come and play.
The story for most civil servants coming from outside Thimphu is the same. Dhenduo Norbu, who leads the team B Brokpas from Bumthang, also said that he and his teammates would be on leave while they come and play in the tournament.
For some of the teams, the dates of tournament are adjusted at their convenience upon request, according to Tsewang Rinchen.
“We make a special consideration and adjust to their convenience. At times, we fix a match on the weekend so that some of the teams can come and play and return,” he said.
A civil servant from Thimphu said he did take leave to play for the tournament but just skipped office if he did not have work. “I also know a few people who skip office to play archery. They complete their work later after the archery match is over, and because the work is complete, no one even notices,” he said.
It is not only in the Yangphel tournaments that civil servants take part but also in the tournaments organised by Bhutan Archery Federation (BAF). Every year, BAF organises four archery tournaments which see a sizeable number of civil servants taking part.
There have been cases where some civil servants bunked office to play archery.

Our system is so flexible, the civil servant leaving office to play one the most dangerous games in the world. The elite compound bow is used for gaming in countries like United States.
