Building Dechencholing starts

City Corporation will start implementing the Local Area Plan for Dechencholing in Thimphu starting July next year. Chief Urban Planner from City Corporation, Geley Norbu, said it will start with the construction of roads.
The landowners of Dechencholing gathered at the Dechencholing Middle Secondary School on December 6 for a consultation with different government sectors regarding the Local Area Plan (LAP).
This was the sixth public consultation after the LAP was approved by the government in 2004. During the consultation, the social assessment, resettlement action plan and environmental impact assessment were disclosed to the people.
The plan is being implemented on 98 acres of land in Dechencholing. The planners are optimistic, and the land owners are happy that theirs is the first area where the plan will be implemented.
Some land owners raised issues like the approach road to Dechencholing. The land owners were informed that grievances could be submitted within two weeks in written to the Executive Secretary of the City Corporation.
98.6 percent of the owners have signed the land pooling agreement. Dechencholing has 187 households and 736 people. The households directly affected will be given the latest government rate at replacement cost. The City Corporation also has a special compensation package for old people, the disabled and those who are losing their source of income.
Twenty-six titleholders’ structures are affected. The cost of compensating structures, including shifting charges, amounts to around Nu 7.5 million.
Thirty-two titleholder’s fruit trees are affected and the cost of compensation is around Nu 1.45 million.
Twenty tenants will be displaced and the cost of compensation is around Nu 52,000. Two tenants from the 20 are expected to experience loss of income due to demolition so the cost of compensation is Nu 39,000. There are other vulnerable, women-headed and poor households which are also compensated.
In total, compensations amount to around Nu 11.997 million.
