Pemagatshel DYT concludes

The 24th Dzongkhag Yargye Tshogdu (DYT) of Pemagatshel Dzongkhag was conducted on November 4 to discuss points for the forthcoming parliament session.
Some gups raised the issue of inadequate fund for some activities in the gewogs which could not be taken up under the present financial regulations. But Dzongda Gholing Tshering reminded the house that it was important to adhere to the guidelines provided by the government and operate within it.
Dechhiling Mangmi requested the house for a bus service between Nganglam Dungkhag and Samdrup Jongkhar to ease the problems faced by the people in the dungkhag. The house decided to propose for a friendship bus service to the officials across the border.
Khar Gup called the house to stop collecting insurance premium for non-existent rural houses while Zobel Gup Dorji Wangdi requested for a raise in insurance premium for semi-permanent houses. The members not only discussed the issues but also sought views from the RICB representative. The representative submitted that the issue is within the prerogative of the gewog officials to decide the continued insurance collection.
On the issue of the raise in the premium, he informed the house that such an issue needed to be deliberated at the highest level since it has to be uniformly applicable throughout the country.
Dzongda told the house that the gups have to decide without prejudice the rural house insurance cover. He reminded them of their responsibilities especially in the aftermath of the recent disasters where they would be under pressure from the people.
On cultural front, the house deliberated on the earlier proposal of consolidating nangtens (inner relics) from intact chortens located in remote places to suitable locations to prevent further vandalism.
Another issue raised was the need to realign the proposed Khar-Yurung road near Guyum village. Shumar Gewog reasoned that since the road survey went straight above the abode of the dzongkhag’s protecting deity, Phobla Norbu Zangpo, a change in the road’s alignment would be necessary to protect its sanctity.
On a proposal for insurance cover for community lhakhangs, the house decided to forward the matter to the National Assembly. The house also deliberated on the new regulation requiring farm road constructions within gewogs to be met from gewog budget. The house saw CMU machineries as the only alternative if the proposed roads within the gewogs were to be constructed.
Another important issue the house deliberated was on the need to have a standard right of way for footpaths and mule tracks in the villages. Many members said that in the absence of laws to guarantee right of way, the paths are becoming narrower. The house resolved to forward the matter to the National Assembly.
Need for fire fighters were also endorsed by the house. The proposal will be forwarded to relevant agencies.
The house also decided to submit the issue of land ceiling proposed for the gewog centre to the National Assembly. The house also felt the need to explain the National Assembly resolutions to the people as was practised in the past.
