Immigration office temporary job blues

Some temporary staff in immigration department of the Home Ministry have been serving for more than a decade.

They are paid a salary equivalent to the national minimum wage and they are not entitled to any retirement benefits.

There are nine male temporary staff in the regional immigration office of Gelephu and 12 female and six male temporary staff in the Samdrup Jongkhar immigration office.

Some of the staff have been working with the department for more than 13 years with a salary of Nu 2970 after deducting the health contribution. “I have been serving the department on a temporary basis for 13 years,” said Rinzin Jamtsho. “I manage a family of four – two daughters studying in class IV and wife – with my salary of Nu 2970.”

Karchung, who works in the Gelephu regional office, said he had been working for four years and hoping to get his service regularised. “We are like regular staff here,” he said, adding that they worked as inspectors at the check posts.

He said that the temporary staff didn’t get a single day’s break, even on public holidays. “Every Saturday and Sunday, we have to work at the check posts,” he said.

Regional Director of the immigration office in Gelephu, Sonam Gyeltshen, said, “They always hope to get regularised so we applied for their service regularisation as Elementary Service Personnel. But the Royal Civil Service Commission (RCSC) didn’t approve our proposal.” He added that, since most of them were from poor family background, they ended up taking the temporary job for a long time to support their family.

Immigration Officer of Samdrup Jongkhar, Kinley Tshering, said that they had put up a proposal for the regularisation of temporary staff’s service but RCSC rejected it because of their qualifications. “Most of them studied till class X and have been working for about four years now,” he said.

Regional Director of Phuentsholing immigration office, Rinzin, said that they didn’t have any temporary workers who had worked for more than a year.

There are 10 male and a female temporary staffs in Phuentsholing Regional Immigration.

“Most of them joined in 2008 while some have worked for seven months now,” said Tshering Dorji, Accounts Assistant of Phuentsholing immigration office.

According to the Immigration Officer of Thimphu, Tshering Wangmo, they hadn’t recruited any temporary staff.

Officiating Director of the Department of Employment, the Ministry of Labour and Human Resources, said that the department only dealt with the employment in the private sector and corporations. “Employment in government agencies is looked after by RCSC,” he said.

RCSC spokesperson said, “Temporary workers are on contract, and the government policy is to recruit more staff on contract.”

    as per the RCSC rule temporary staff are paid more than what i have read on this comment. the wage paid to the temporary staff are less than the labor wage.
    now even the labor wage are also increased as discussed in national assembly.

    or

    The department of immigration has different stategies regardin the salary schemes.

    I think they have to paid Nu 6000/month since they have to work more the 8 hours and they dont get holiday on sunday and other official holidays.
