RAA resolves pending cases

The Royal Audit Authority (RAA) has followed up on 414 pending cases from the 1990s to 2006 worth Nu 483.612 million. While 205 cases worth Nu 354.917 have been resolved, 209 cases worth Nu 128.695 million are yet to be resolved.
Dorji Tenzin, an official from the RAA, said such cases were pending because of lack of records and the difficulty in tracing the officials involved. “Officials have either been transferred or have retired, and some firms have been dissolved,” he said.
Some cases are left pending because the agencies concerned have taken the officials responsible to court and the RAA has to wait for directions from the court.
Eight ministries, excluding the Ministry of Economic Affairs and the Ministry of Information and Communications, had 117 unresolved cases, out of which 54 cases have been resolved. The unresolved cases from the eight ministries are worth Nu 10.3 million.
The Ministry of Agriculture tops the list with Nu 4.48 million followed by the Finance Ministry with Nu 2.99 million and the Education Ministry with Nu 1.80 million.
The budgetary agencies had 333 unresolved cases worth Nu 98.766 million, of which 155 cases amounting to Nu 70.091 million have been resolved. The agencies have 178 cases worth Nu 28.676 million to be resolved.
Corporations, financial institutions and non-governmental organisations had 81 unresolved cases with irregularities amounting to Nu 384.845 million. Out of this, 50 cases worth Nu 284.826 million were resolved. 31 cases worth Nu 100.018 million remain to be resolved.
Among the financial institutions and corporations, the Royal Insurance Corporation had the highest number of unresolved cases amounting to Nu 75.856 million followed by the Bhutan Board Products Limited with Nu 15.458 million.
The irregularities in RICBL pertained mainly to loans and advances that were mostly in court. The irregularities of the two companies combined were worth Nu 91.314 million.
The Royal Courts of Justice has six unresolved cases worth Nu 168,685.95. The irregularities arose from the district courts in Chhukha, Samdrup Jongkhar, Tsirang and Gelephu.
Fifteen dzongkhags had 74 unresolved cases out of which 31 cases worth Nu 10.78 million are still unresolved. Thirty-three gewogs have 36 unresolved cases amounting to Nu 3.170 million.
The dratshangs and rabdeys have five unresolved cases valued at Nu 123,761.91. Fourteen autonomous bodies have 25 unresolved cases worth Nu 4.04 million.
