Engineers jobless

20 March 2009

Shacha Singye, a 2008 electrical engineering graduate from the Hariyana Institute of Technology in India, has been working as a contract teacher in Tshangkha Lower Secondary School in Trongsa for two weeks now.

“After my graduation, I was waiting for vacancies and nothing came up because of which I thought it would be better to teach for sometime so that I at least have a source of income to sustain myself,” he said. He teaches Science and Mathematics in classes V to VII.

Shacha was one of the students who were selected for government scholarships in engineering but even before joining as a contract teacher, Shacha was temporarily teaching at the Jigme Namgyel Polytechnic in Dewathang.

For the last nine months, more than 15 electrical engineers, majority of whom went on government scholarships, have been knocking doors of agencies for employment. They have even submitted applications to the Labour Ministry and the Prime Minister’s Office.

In an earlier application to the Secretary of the Labour Ministry, the engineers appealed, “We would like to elucidate upon the predicaments and worries that hunt the electrical engineering graduates. We are more than 30 graduates, still without jobs; and with the RCSC over and promising to take in eight graduates, the rest 22 of us, would still be jobless. It’s a harsh reality that we all are expounded to, daily.”

But, out of 30 engineers who sat for the Civil Service exams, only eight were selected and the rest of them are still hunting for jobs, both in the private as well as government sectors. “The private sectors prefer diploma holders compared to degree holders because they can afford to pay them lesser and get the job done,” said one of the engineers.

He added that the Labour Minister had said that their unemployment was temporary and that they would soon be employed. “We also talked to the Punatshangchu Managing Director who said that as soon as the infrastructural work was done, electrical engineers would be required,” he said

But another engineer feared that, by the time their lot is employed, there would be more engineers passing out of institutions, making employment chance slimmer. “They could at least give us appointment letters so that our jobs are secure,” she said.

The engineers said that even when the vacancies for the Punatshangchhu Hydropower Project is given, those who already have jobs would also apply and that they would be preferred more due to their experience.

The engineers have been to various agencies including Bhutan Power Corporation, Ministry of Labour and Human Resources, Department of Energy, Druk Green Power Corporation and Dagachhu Hydropower Project. “I have also applied for 20 online jobs as the middle-eastern countries are in need of electrical engineers,” said one of them. One of the engineers also suggested that campus recruitment for institutions within the country should not be there and that there should be competitive interviews so that the students who study abroad are also given equal opportunity.

Lyonpo Dorji Wangdi, the Minister of Labour and Human Resources, agreed that the campus recruitment, solely for graduates from domestic institutions, was a little unfair. “BPC did it only once and we will take note of that and improve the recruitment procedures to ensure equity,” said Lyonpo.

He said that the ministry had approached Bhutan Power Corporation to temporarily employ the engineers till the plans are finalised. “BPC has huge transmission works to be done so we have decided to employ the engineers in BPC for the time being,” he said.

Lyonpo said that the ministry would bear half their salary and that BPC would pay the travel allowances and the other half of their salary. Lyonpo added that it was not the lack of jobs, but a matter of time. He said that, while the engineers were employed in BPC temporarily, some of their jobs would also be regularised according to their performance.

The engineers, nonetheless, said that they were grateful that the government had sponsored their studies and put up with the necessary expenses.” For each electrical engineering student, the government spends approximately Nu 700,000 to 800,000 for the entire course.

What a shocking news ? ..It sounds creepy .How come even engineers are not getting job …As my self being a student presently doing civil engineering, i doubt we (civil graduates ) will also face the same problem in the future .This year twenty engineers are jobless and it will be crossing hundred engineers without job .Not only electrical all other engineers like IT , ECE ,civil , mechanical so on will be jobless . I had a doubt long ago it self when government has planned to in take more students of electrical and civil engineers for CST(RBIT)…RBIT started with 30 students , of which 15 electrical and 15 civil and now it has 30 civil and 30 electricals…..so , i dun now where all those engineers will be employed .Above all yearly govt use to send 5 to 6 electrical and civil engineers abroad on scholarship …Forget abt those who studied in country , what abt for those who under went scholarship …i guess govt has increased the slots of engineers in the in country institutes so as all will be appointed with job …I would to request govt to make the number students limited in the RBIT , if not in the future 1000 engineers will be jobless ……I would like govt to show some favouritism to those engineers who study a broad under govt scholarship ….if there is no certain provision for scholars , they why govt have sent us to do electrical and civil engineering abroad …..otherwise we would have opted other studies ……….

To the outsider, it may even sound like Bhutan is very much at the better end of the development scale. And that it has developed so much within so short a time, that there is already a glut of professionals on the streets. Sometimes, I cannot help thinking that our days as a nation of history, harmony and hope is already numbered!

  6. theychen on March 23rd, 2009 1:04 pm

the whole education system is our country is not working.still we are hungryly for the new govt. to recover the system.we feel that today the haves are oppressing the have-not in our country.the decision they take are for their benefits only.it result in declining of GNH

  7. Sangchu on March 23rd, 2009 4:09 pm

I think this is not a Pulitzer piece reported by Mr. Pushkar. About 15 to 20 people being jobless is not a national issues when every year 1000 other graduates are jobless. I personally think engineers do not have problem if he/she is competent enough. being the engineer for sake of getting degree certificate is not enough now a days. Last year many multinational companies reduced their employees and what I feel is that if you cannot prove yourself even Doctors can be jobless. therefore I feel that our country has lot to offer, believe in yourself, work harder and be adaptable so that even a small offer can turn out to be a promising one. I am pursuing electrical engineering in CST. Kharbandi and this is the message to all the students undergoing engineering courses.

  8. JINX on March 23rd, 2009 5:32 pm

sangchu…it is a national concern…coz from that 15 -20 engineers there are some engineers who went on govt scholarships..if govt cant employ those student who went on scholarship then its a huge loss to government…..coz for there course govt has spent 7 to 8 lakhs…which is nt a less amount…and one thing stds under govt scholarship are not allowed to work outside than bhutan…they hav a bond signed wit govt…so for CST guys….prepare well and look for greener pasture…. and do u think std who are jobless at present couldnt prove themselves???…are u doubting there credibility?….when there is so less vacancy and more stds ….what can they do ?…

  9. Youngster on March 23rd, 2009 11:48 pm

    sombel…………….
plz update ur knowledge before pointing ur fingers to others.just concentrare on ur course.and dont expect any favouritism from govt. I know that how u guys complete ur course, i.e. attend the class for 1 month or less and then for the rest of the semester u come on vacation to ur country n point ur fingers to others. Bad very bad for a guy who wants to be an engineer. What do u mean by this “Forget abt those who studied in country , what abt for those who under went scholarship “, do u think that u guys are superior than the guys who study in the country. if that is the case then why in the whole of Bhutan is BPC ready to recruit the in country guys, WHY NOT U?

  10. rinchen on March 24th, 2009 12:13 am

Bhutan is renowned for the generation of electricity and it is ironic to hear that electrical engineers are jobless. We are really disheartened and the news became key for discouragement. When there is no vacancy we wonder why government is increasing the intake of student in electrical engineering and time have arrived for the government to listen to the matter

.Regarding sangchu’s comment……do u think that electrical engineers who are jobless at present are not competent enough?……. did they disqualified in RCSC.????….no!! ….then wats happening….when there is no vacancy wer u will prove urself and be adaptable……..and do u think dat those engineers did their course in sake of getting degree certificate only?……no… they have even qualified RCSC………then wats up….

  11. sombel on March 24th, 2009 6:44 pm

    hi youngster .
IF i m not mistaken , it is very difficult to get asserted over and tell how much ones abasement is high but your dirty abasement is clearly shown in the comment .I have no doubt that you are from CST …if m not mistaken ,manner is sth tat give remarks on ones humorous and serenity as whole and what i think is you should acquired it so that u wonnt get with absolance thoughts .i dun want to be ur adversary also .Though let me clarify you at this point so that you won’t come with such type of bosh abasement again .You were saying that we attend only a month classes and so on . let me explain u , have u ever heard abt IITs and NITs if not see in google and will noe how much those colleges are universally accepted .If u have a degree certificate of those colleges u can get job over the globe ..where esle certificate of ur college will not work in any other than bhutan….so this shows our course priority over your one .IF you are not agreed ,prove your self is best and just try in the future whether u will get job across the globe or not ..The ANSWER is simple ..no u won’t get and u will be considered as wingless bird …will not be accepted ….if not prove your self ……..IF i talk about the recruitment done by BPC last year will be first and last for in country institutes alone…..From this year there will be no such type of recruitment , if it is there then both the students (in country and abroad)are accounted so that there will be proper and competitive interviews to make a proper glimpse in the equality in the students those who are studying abroad and in country …..Any way as my suggestion concentrate and study well…….

    Hi sombel,
we appreciate that u got the scholarship and doing well.
but i dont think the trainee of cst in also not bad, in country we are also at the top level and u are comparing with IIT and NIIT, why compare with the that college just talk about ur and ours college. just now u are not graduated and me too not,
if u have that much confident about ur college then y r u bordering about BPC recruiting the CST trainee not u all. still if u r not satiafied then lets ask the management of BPC to do the skill test once we all graduate and the one who does the best to selecte.rite

  13. daco on March 25th, 2009 10:55 am

    This is for sombel.
i heard about the IITs and NITs. let me tell about the campus interview done in our college. this inter view is done by the BPC’s high officials. They think that trainees of the CST are more competent than the one who are studying in aboard. when u return to bhutan, just make a survey about the engineers that are unemployed. you will find that 99% are engineers who graduated from IITs and NITs.
if u are recognised through out the world, why in the world do you want govt to show you favourtism, it is better that you search your job out side the country. let the job available in the country be done by the ENGINEERS WHO PASSED OUT FROM BHUTAN. have you ever gone through the recent article in Bhutan observer. i think one globally recognised engineer passed out from one of the IITs or NITs is working as the temporary teacher in bhutan. and guess he is recognised as the theacher in bhutan. it will be better if u go through the RCSC result. who topped the RCSC.

  14. NGyeltshen on March 25th, 2009 1:01 pm

    Dear Sombel,
I appreciate you for bringing in the concern over the employment of engineers. You in fact have distinctly pointed out the aftermath of it. I also appreciate that you have a certain knowledge of CST strength and its good of you to share to the whole nation..
But your mere idea of “government’s favoritism” didn’t buy me. It would be better if you could point out on what basis you want. Don’t you think those in CST also need the same favoritism as those went outside? But never forget that those studying in-country are not equally competent enough to join the job market..
The second thing which your statement didn’t buy me was those graduate from CST would never get global market. In the first place I believe you yourself isn’t the IIT or NIT graduate. Even if you are, nobody checked your competance in the global market..If you want to say that CST graduate won’t get the global market, as per my knowledge one of the graduate got offer and is currently working in the one of multinational company based in india. What we can say of that…..
Anyway I just want to say that instead of biting over eachother why not fight for the common interest- the interest of the Electrical Engineer….
    Good Luck buddy..

  15. Sangchu on March 25th, 2009 2:21 pm

This is the response to Mr Sombel,s comment. Let us not boost our ego over this media website. every one has their own potential. To become someone great, one not necessarily be the graduate of IIT or NITs. i want to make one thing clear. Dictionary definition of Scholarship means ” amount of money given by any organization to pay for the studies of a person with abilities but with little money” From my point of view Govt. sent students for scholarship with good marks thinking that these students deserve free tertiary education otherwise they have to go privately.I think it is unwise to expect job and priority over other students who also have a equivalent recognized board. I think they should be grateful towards the govt. and compete openly as every one does so in RCSC examination. And for your extra information till date most of the toppers in engineering categories (both civil and electrical) are from CST. you can visit the website and check for your self. And this proves beyond doubt the case of favoritism. Moreover since the certificate of Indian colleges are universally accepted I think you guys will not have any problem in finding a job. So why soo much hue and cry. let me stop here since I think we are deviating from the original news reported in Bhutan Observer…….No hard feelings meant for anyone. …….Thanks…..

  16. NGyeltshen on March 25th, 2009 2:26 pm

sorry guys, I meant those studying is in-country are also equally competent enough to face the world of market, even they may not get on-campus recruitment. Strive hard CST. U will do it.

  17. sombel on March 25th, 2009 7:30 pm

HOW STUPID ARE U ALL !
SO FAR , EVER SO WHO HAVE LEFT COMMENT SINCE NOW ARE STUPID!! STUPID!!………..GROW UP ALL OF YOU …SELF FIGHT WILL NOT STRIVE TO RECRUIT YOU ANY WHERE BUT IT REFLECTS THE ABOS THOUGHTS IN ONES MIND .EVEN THOUGHT IT IS NOT MY CONCERN THAT WHAT YOU GUYS THINK AS MY CONCERN MUCH STRESSED ON THE UNLIKELY SITUATION THAT HAVE GIVE A ADVERSE ON THE CAREER OF ENGINEERS . I THINK IT IS THE BIGGEST ISSUE FOR ALL OF US , JUST LIKE WARNING THAT WE ARE BECOMING VALUE LESS . PRESENT SITUATION TELLS US THAT THERE IS MATTER HOW MUCH ONE IS SELF EQUIPPED AS WE KNOW TO PROVE OUR SELF WE NEED DESTINY (SEAT) , IF THERE IS NO DESTINY AT ALL WHERE WE WILL PROVE OUR SELF …ACTUALLY WE ARE NOW MORE WORST THAN WINGLESS BIRDS , THEY HAVE AIR TO FLY BUT BROKEN WINGS HAVE ADVERSED THEM .TELL ME DO WE HAVE A VACANCY ..NO VACANCY NO WAY TO PROVE .EACH EVEY MOMENT OF LIFE IS CONNECTED OFFERS THAT WILL DECIDE OUR FATE AND FATE MAKES THE OPPORTUNITY AND OPPORTUNITY TURNS OUT TO BE PROMISING ONE ..TEL L ME DO WE HAVE ANY OFFER , NO WE DON’T HAVE ..WE ARE NO MORE AND LESS THAN LIKE A PRODUCT WHICH IS INVALID BEFORE ISSUED …TELL ME YOUNGSTER , SANCHU, DGYESTSHEN AND ALL . ARE U HAPPY WITH PRESENT SITUATION ? JUST SNEAK INTO THE MATTER CONCERNED AT MOST AT WHOLE …NEWS SAYS THAT SOME ENGINEERS ARE TEACHING IN THE SCHOOL WHICH ACTUALLY ARE NOT OUR PROFESSION OR PROFESSIONALIZED FOR .ISN’T IT SO DISGUSTING ? IT IS NOT THE ONLY CONCERN OF EACH INDIVIDUAL BUT ALSO THE CONCERN OF NATION .HOPE GOVT IS TRYING TO RESOLVE THE PRESENT SITUATION INTO GOOD ONE THAT SO ON IN THE FUTURE WE WILL NOT FACE THE SAME PROBLEM .I THINK IT IS REALLY HIGH TIME TO GET EVERY ONE HIGHLY SPIRITED AND THINK MILLION TIMES AND CONCENTRATE ON PRESENT SITUATION . PATH OF OUR CAREER IS NOT THAT MUCH NARROW THAT ALL OF US CANNOT WORK TOGETHER .WE ALL HAVE ABILITY TO BE GOOD COMPETENT .INSTEAD OF FIGHT I THINK WE HAVE TO PUT HANDS TOGETHER OR ELSE WE HAVE TO APPEAL GOVT TOGETHER SO THAT THERE WILL BE BETTERMENT DURING OUR CASE PLUS FOR OUR JUNIORS . “IT IS A MATTER “SAID THE MINSTER..KEEP IN MIND …IT DOESN’T MEAN WE ARE NOT WANTED ANY WHERE …MANY PROJECTS ARE COMING UP AND WILL BE TAKING LOTS OF ENGINEERS THERE .MEAN WHILE I AM VERY HAPPY THAT GOVT IS ARRANGING SOMETHING FOR US AND I WOULD TO WISH ALL THE BEST TO SACHA : I KNOW YOU CAN DO IT . LET GET ONE AND WALK ON SAME PATH …NEVER BOOS YOUR SELF IS IT MOCKERY FOR WE ENGINEERS HE……….HE NIT STUDENT HERE ………..ALL THE BEST OF FRENS.

hi sombel……..keep it up u have grown up man ……..now i am waiting what will be the reaction of sangchu, youngster and others ……… sombel keep it up …so far you have applied logic …….great and keep it up ………more than 5 CST guys are after you ………………..so funny …….hope now they will also use their logic

  19. dorji on March 25th, 2009 7:51 pm

wai tashi .u are also grown up keep it up and when u have started negotiating the people ,U seems to be quite impressed with sombel .sombel is right- we all are in same family and have to fight as one ……gud bless Somble

  20. ngyltsn on March 25th, 2009 11:45 pm

CALM down Sombel, calm down…take it easy man…had you brought up the issue in this way, in the first place itself there won’t have anyone behind you…you should have checked your thought provoking words before itself….anyway it’s great to get the hint that you guys are coming towards the common term – fighting for the profession of electrical engineer. Good luck and hope there would be fruitful issue rather than good for nothing hitting each other….

  21. katu on March 26th, 2009 11:04 am

the matter is wether we r ready to face the truth which we all know.
everyone wants to go for blue collar jobs n then act like dashos…the fact is we should all strat looking at white collar jobs as a part of gud job…then it will be balanced.

so its important tat we all start doing tat n understand the situation…besides tat, the electrical guys who are jobless…its very simple like the indian standards of civil service exams- the fittest of the survival survives the race. they should have thought of this consiquencies before…studied harder and the would have better scores. the one who made it they worked their best day n nite while the rest were partying n n joyin- tats the truth. besides tat govt cant afford to take all graduates in due to financial and capacity of workers.

in end one should remember tat- keep a backup plan coz if u miss the 1st one go for the 2nd one rather than partying and running after opp. sex.
    thank u

  22. dorji on March 26th, 2009 10:07 pm

i don’t know what katu is trying to say ……i couldn’t understand your comment in detail……………….

  23. sanyaona on March 27th, 2009 4:18 pm

Very nice that atleast the unemployment is increased…..i m very happy that DPT govt. is doing well and now itself people have to think twice to vote for DPT,,,,,,i will not go for DPT next time………

  24. palchen on March 28th, 2009 4:43 pm

    sombel………
thanks for wonderful comment….and great to imagine ur ego greater than that of whole of the CST students….ya u got govt scholarship or not ..u r talking abt IITs and NITs. and saying that u get job anywhere on the globe if u hav those cetificates…..then y too bother abt the stds of govt scholarships not getting jobs..u can go anywhere in the globe n hav a nice life.
for stds studying in our country ,i.e cst students is good to hav urself employed in our country but u can’t garantee that our certificate can b used only in bhutan as some of our stds hav been already recruited in multinational companies.
so plz dont undermine our country….thanx

  25. DJ on March 28th, 2009 8:23 pm

sanyaona……..keep it up…i too agree with u……..i have also diverted my mind…to not vote….

  26. John Tsago on March 28th, 2009 11:45 pm

Don’t always ask what the country can do for you, but ask what you can do for your country.

  27. John Tsago on March 28th, 2009 11:51 pm

    hey sanyaona,
DPT don’t need your vote. You better give it to PDP which is the best party but dead forever.

  28. March on March 29th, 2009 4:11 pm

what we have here is in the last few comments are totally about the Govt. well i think this is just a way to a divert one’s mind off the current topic and an excellent mind behind trying to create a future scope in politics..
the thing here is that no matter how much a govt. does for employment i think it is ultimately upon the “graduate” to try and get a job. so guess all of these comments shud be looked upon as an example as to how much an engineer’s mind can work.
U should all be looking upto ur graduation and try and get urselves a job which i feel is not as hard for an engineer in any part of the globe…
    PROUD TO BE AN ENGINEER!!

  29. suppose detractor on March 29th, 2009 9:24 pm

Hey guys I am in big dilemma. I don’t understand what you guys are subsequent to. What you are fighting for? Please go through the article once again. I think you people didn’t get it. instead of insulting each other why don’t you put-up some idea so there could be a solution rather then wasting your time in reflecting your egos and revealing foul thoughts. May be it sounds annoying but it’s the truth you people are behaving absurd.
WAKE UP GUYS……. wake up… give a thought to it .goodluck

All from CST and All outside students….Try not to B like those 22 Engineers…things will improve…All of us are going to b employed…..V r Bhutanese….Bhutanese r Bhutanese…calm down all Frens …..

  31. Hexer on March 31st, 2009 5:45 pm

dude… if there isnt a provocation, there isnt ever going to be a reaction… 22 engineers are left jobless.. i think scholarships for engineering should be shut down totally.. not only does it make ppl megalomaniacal, it also just wastes govt revenue… cuz wen they get back, they r left HIGH AND DRY!! haha.. n hey.. i am totally with bhutthai guy.. he talks sense… we should tackle it with the govt.. not bicker among ourself.. BUT STILL MAN!!! THAT SOMBEL SURE MADE SOME SNOBBISH REMARKS AGAINST US!! AND TO TOP THAT OFF, HE STARTS TALKING ABOUT MANNERS… DUH!!!!! DUDE, I DONT WANNA TEACH WITH A BA IN ENGINEERING EITHER… N IF SOMEONE HAS TO REMAIN JOBLESS, BETTER U PARTIERS THAN US WORKERS!!!

  32. srdrukpa on March 31st, 2009 6:26 pm

rite now i m doing electronics and communication engg i fear that after finishing my degree i would be left unemployed.goverment should do something to get us all employed.more over engineers in bhutan are increasing like stray dogs.

  33. decho on March 31st, 2009 7:12 pm

Ya………….lets not behave differently, we are all Bhutanese and let us all be good future engineers of Bhutan rather being an egoistic engineer. Let us work hard and build “good Bhutan” . Let us pray that all of us here get an oppertunity to serve King, Country and People……so good luck guys.
