We are shocked: ACC official

The Lhengye Zhungtshog’s decision on the appointment of the new Bhutan Post CE0 has shocked officials at the Anti Corruption Commission and decision makers throughout the country.

“Fighting corruption has become very scary for ACC and unnecessarily we are in the cross-fire,” said an ACC official, adding that without government support, corruption could not be fought. The official added, “As long as ACC does not have the power to revoke, it is bound to fall back to the people in power.”

A source said that the marks given by each of the board members for all the candidates after their interviews were consistent except for Tseten Gyeltshen.

The source said that one of the board members had marked Tseten in such a way that the candidate got just enough marks to surpass the next potential candidate, who marginally lost to Tseten.

While there is no way of knowing the motive behind the marks given by any of the board members, evidence sighted by Bhutan Observer clearly shows the selection of Tseten was the direct result of disproportionate marks given by one member.

Lyonpo Nandalal Rai, the Minister of Information and Communication refused to comment on the issue saying that the government had already taken its final decision. The press release from the Cabinet Secretariat announcing the decision of the Lhengye Zhungtshog said that the candidate who was appointed was not found to be at fault because he had already resigned from the civil service.

According to an ACC official, the investigation started on September 1 and Tseten submitted the resignation on the same day. But, the interview for the post was conducted in August when Tseten was still a civil servant. Moreover, the official said, Tseten Gyeltshen’s resignation was accepted only on September 3.

Tshering Tobgay, the Opposition Leader said, “If the ACC has determined that the appointment was irregular, I would urge the concerned authorities to review the appointment and take appropriate action,” which he said would mean advertising the post of the Bhutan Post CEO and going through the procedure properly.

He added that if the Lhengye Zhungtshog agreed with the ACC conclusion, that the recruitment procedure was flawed, then the Lhengye Zhungtshog should not take half measures but should implement the ACC’s recommendations in its entirety.

    Well, if ACC believed that there was some corruption involved in selection interview, they should have taken the people to court too. If one looks objectively, ACC has been bent on taking RICBL people from one court to another, but why did they stop here to apprise the cabinet. People in the cabinet are political animals and they will take decision what suits them and it is no surprise for us. What surprises me more is that ACC’s intention of dragging RICBL case, especially those people who has got Nu. 600 worth of case. They have mocked at themselves so it is surprise that cabinet decided otherwise.

    ACC has been very inconsistent with their investigations, therefore, such a result is inevitable. The first and the foremost step for ACC is to define specifically their mandate and procedures. ACC needs to be proactive than being reactive.
    Personally the ACC officials should not be civil servants in the first place. Being civil servants they are – some how or the other have been involved in corruption once or many times, knowingly or unknowingly. Therefore, “it is a situation of a kettle calling a pot black”. Moreover, people corrupt themselves can not justify corruption by being so upright now.

    Secondly, ACC officials are polictically influenced although they are supposed to be autonomous, therefore unless one is free from such clutches they can not be fair.

    Thirdly, being vindictive is not good and they must function as a machinery for improving the system and not instilling fear in people.

    It is one thing for ACC to define their roleswithout being bias to all class of people from ordinary servicemen to the top executives. On other hand Lhengye Zhungtshog decision shocks ACC and public as well. For public It seems like these two bodies are not in cooperation with each other and are inconsistent in their roles. This is shows childishness of policy maker-parlimentarians, applier-ACC and observers-Lhengye of our just born democracy!!!!!!!
